The operator shall establish a flight manual (OM) as defined in point 8.2 of Annex V to Regulation (EU) No 2018/1139.
In accordance with the requirements of point N.330 of ARO.GE N.330 of Regulation (EU) No 965/2012, the Civil Aviation Agency shall, upon receipt of an application for OM or its changes to be approved in advance, inspect the OM or the compliance of the changes with the requirements prior to the authorisation.

Submission of documents The aircraft operator shall submit:
- an application for the submission of OM or an amendment to OM;
- changed documents.
conformity assessment The Civil Aviation Agency shall evaluate the documents received.
Approval of om or its amendments After assessing the conformity of the documents and taking a decision, the Civil Aviation Agency shall approve the OM or its amendment.
